Oliver Wyman's Health actuaries have prepared an analysis of the impact of covering the cost of the unfunded Cost Sharing Reduction (CSR) Program as it relates to issuers' members and premiums. Their findings are documented in this report.
At the request of the BlueCross and BlueShield Association, Oliver Wyman has estimated the impact of premium and enrollment of requiring issuers to spread the cost of the unfunded CSR payments across all Affordable Care Act (ACA) policies, both on- and off-Exchange.
