Strategizing For Success

Children-At-Risk Empowerment Association (CARE) Singapore (“CARE”) is a local Singapore charity, helping vulnerable young people find direction, hope, and success by employing multi-dimensional approaches that engage and empower youths, schools, families, and communities. The charity conducts mainly school-based life skills and motivational programmes, mentoring and career guidance programmes, as well as counselling and case work with multiple social service stakeholders in Singapore.

Oliver Wyman supported CARE through a 6-week strategy review and implementation plan. Together with CARE’s founder, senior leadership, staff, and youth leaders, we developed a 3-year strategy and execution plan for the charity to ensure financial sustainability and relevance in the community, especially given the challenges of COVID-19 and increasing government involvement in youth-at-risk space.

As a new consultant with previous direct volunteer experience with youth-at-risk, this eye-opening experience gave me insight into the challenges of running a charity in Singapore – from fund-raising, organizational efficiency, impact metrics, to staying relevant. My team and I felt that it was fulfilling and meaningful to work with CARE to help improve their programmes and strategy for the next few years

To better understand the CARE’s key strengths, challenges, and internal processes, as well as identify key gaps and risks in the landscape, we supplemented our detailed benchmarking exercise with 50 interviews with the client’s employees, board members, Social Service Agencies, government officials, volunteers, and Oliver Wyman experts. We also led 2 co-creation workshops, gathering input from across CARE’s senior management and CARE talents, and conducted 2 surveys for volunteers, mentors, and youth-at-risk.

It was an exhilarating experience and absolute pleasure to work with the dynamic team at Oliver Wyman. During the consultancy, they were committed, thoughtful, and responsive to our needs and spared no effort as they guided the development of our Strategic Plan 2025 – a plan which will impact thousands of more students and cement CARE Singapore role as a Community Champion in the neighbourhoods we serve. The benchmarking, interviews, co-creation workshops, and surveys helped to define a clear view of CARE’s current positioning in the landscape as well as its unique differentiators and target segment. At the end of the project, the client was highly appreciative of Oliver Wyman’s support in developing its 2022 – 2025 strategic plan, and gave each team member a handmade gift.

CARE is at the forefront of supporting thousands of Singaporean youth-at-risk during a very important formative period of their lives.
