Defense leaders have spent decades trying to improve readiness through acquisition reform, sustainment initiatives, and supply chain modernization. Yet despite these efforts, readiness is slipping faster than it can be restored: programs take longer to field, production ramps stall, maintenance backlogs continue to grow, and mission-capable rates remain under pressure. 

The issue is often framed as a collection of isolated problems. In reality, these symptoms point to a broader enterprise challenge: operational demands are increasingly moving faster than the systems responsible for planning, producing, sustaining, and deploying military capability. The result is a growing "readiness gap" between what the mission requires and what the enterprise can deliver. 

For defense organizations, the implications extend beyond operational risk. The Department of War manages an operational arsenal with a reported asset base exceeding $1.4 trillion. It invests approximately $250 billion annually across Procurement, relevant Operations and Maintenance, and Military Construction funds. That equates to nearly $700 million invested every day to sustain and recapitalize the arsenal. Yet much of that investment is diluted by fragmented planning, limited visibility, disconnected systems, and reactive decision-making.

Our analysis suggests that recovering just 30 additional ready days across the arsenal could unlock approximately $20 billion in annual value.

Defense readiness has become an enterprise-wide challenge

Traditional readiness metrics focus on whether platforms, units, or personnel are available today. While important, these measures often provide only a snapshot of current status rather than insight into root causes and future readiness outcomes. 

In addition to the current status of the arsenal, it is equally important to understand whether the enterprise can consistently develop, produce, sustain, and deliver capability at the speed required by evolving mission demands. 

Across the defense ecosystem, similar patterns continue to emerge: 

  • Development timelines are lengthening
  • Production ramps take longer to reach full rate production and total volumes are decreasing
  • Maintenance delays are increasing
  • Mission capable rates are declining
  • Inventory visibility remains fragmented

While many readiness challenges stem from force structure, budget, policy, and operational constraints outside the scope of this paper, this analysis focuses specifically on the enterprise coordination, visibility, and decision-support challenges that impede the readiness of arsenal capability for the warfighter. Critical decisions rely on manual coordination and institutional knowledge rather than integrated data and predictive insights. These challenges span the entire lifecycle of military capability, from modernization planning through sustainment and logistics. 

Fragmented visibility is creating enterprise-level readiness risk

Many readiness processes still rely on periodic reporting, disconnected systems, and manual data reconciliation. As a result, leaders often identify readiness degradation only after schedules slip, maintenance backlogs accumulate, or operational availability declines. 

The challenge is not only a lack of data. Defense organizations have invested heavily in information systems, reporting tools, and modernization initiatives. Progress is slowed, however, by fragmentation of critical readiness information across organizational boundaries. 

Without a common operating picture, stakeholders frequently make decisions using different assumptions, timelines, and data sources. This limits the enterprise's ability to anticipate disruptions, understand downstream consequences, and coordinate responses before risks become operational problems. 

The result is an organization that compensates through heroic effort rather than systemic visibility. 

How AI and advanced analytics can transform readiness management

Leading commercial organizations facing similar challenges have increasingly adopted predictive planning, integrated supply chain visibility, and advanced decision-support capabilities. 

 Defense organizations have begun pursuing many of the same approaches. Investments in predictive maintenance, digital engineering, supply chain risk monitoring, and integrated business planning are already demonstrating value across parts of the enterprise. The next step is connecting these capabilities into a broader readiness architecture. 

AI-enabled platforms can help organizations:

  • Identify supply chain bottlenecks before production schedules are committed
  • Predict maintenance demand using operational usage data
  • Improve forecasting accuract across inventory and spare-parts networks
  • Surface readiness risks earlier through automated alerts and workflows
  • Provide leaders with a shared, real-time operating picture across organizations

The goal is not to eliminate uncertainty. Defense environments will always face changing threats, shifting priorities, and complex tradeoffs. The objective is to improve the enterprise's ability to anticipate those challenges and respond before they become crises. 

Why closing the readiness gap requires a new operating model

The organizations that succeed in the coming decade will not simply modernize individual systems. They will build enterprise-wide visibility across planning, production, sustainment, and logistics. 

 A more connected readiness enterprise can improve operational availability, accelerate production responsiveness, reduce maintenance inefficiencies, and strengthen sustainment performance. Just as importantly, it can shift leadership attention away from manual coordination and toward proactive decision-making. 

Closing the readiness gap is ultimately about more than technology. It is about ensuring that operational demand and enterprise response move at the same speed.
