He focuses on large-scale government reform and human-centric transformation, helping senior leaders redesign how institutions operate and turn ambitious reform agendas into lasting change. His work spans operating model design, governance, performance acceleration, and workforce improvements.
He advises governments and public institutions on making complex systems work better by strengthening accountability, accelerating delivery, and ensuring reforms produce real outcomes for citizens. He leads hands-on transformation, from embedding new ways of working to scaling pilots into national programs. His experience includes national operating model and governance reforms, as well as building labor market and economic intelligence capabilities to support policy and long-term development.

Shafiq works closely with leadership teams and front-line operators to understand context, build trust, remove barriers, and drive progress. He brings a pragmatic, delivery-focused lens to transformation, ensuring change is not just designed but actually embedded.
Before joining Oliver Wyman, Shafiq spent over a decade consulting for governments, public institutions, and sovereign wealth funds across the Middle East, Europe, and Asia. Earlier in his career, he held roles across technology, education, and finance, giving him a multidisciplinary perspective on institutional change. Originally from Canada, he holds an MBA from the Rotman School of Management at the University of Toronto and a Bachelor of Mathematics from the University of Waterloo.
Away from work, Shafiq spends time with his wife and two children and enjoys traveling, exploring new places, and finding great food along the way.
