Raymond is a partner in our Energy and Natural Resources Practice in the IMEA region. Across the GCC, he advises policymakers, regulators, and operators on national priorities, sector transformation, and corporate agendas focused on strengthening resilience, advancing sustainability, and improving efficiency. He supports clients in shaping strategy and policy, establishing the regulatory and institutional frameworks and operating models needed for implementation, and driving complex change through execution.

His work spans essential supply chains and lifelines, including food, water, and power, giving him a broad perspective on how these systems depend on and affect one another. Drawing on this experience, Raymond identifies critical dependencies, anticipates wider impacts, and applies lessons from one sector to another. This cross-sector view helps him clarify complex choices, navigate trade-offs among security, affordability, and delivery, and develop strategies that remain credible under stress and viable over time.
