Mona is a partner and head of our United Arab Emirates office. She advises governments and public institutions on economic development, employment, social policy, and large-scale transformation, working at the intersection of public policy, investment, and implementation.
Widely respected across the region, she is known for her ability to help leaders translate national ambition into practical, executable programs that deliver lasting impact.
Mona’s work spans government reform, workforce strategy, public health, AI and digital transformation, and social impact. She supports senior decision-makers as they navigate complex, system-wide challenges — from employment and human capital development to the design of new public services and innovative financing models. A consistent theme in her work is moving beyond strategy, helping institutions build the capabilities, partnerships, and delivery mechanisms required to implement change at scale.

Before joining Oliver Wyman, Mona spent more than a decade in senior leadership roles in the government of Abu Dhabi, including as a senior director in the Office of Strategic Affairs at the Crown Prince Court. In that role, she advised on national development priorities and led initiatives across socioeconomic reform, global health, and long-term economic strategy. She later served as a partner at a global management consultancy, where she led social sector work across the region and supported governments, foundations, and corporate leaders on sustainability, economic diversification, and corporate citizenship.
Mona’s career has also included roles with international institutions such as the International Monetary Fund and the United Nations Economic and Social Commission for Western Asia, giving her a global perspective on development, policy, and financing. These experiences have shaped her ability to bridge public, private, and social systems — an approach that continues to inform her work with clients today.
She holds a Phd in development economics from the University of Oxford, a master’s degree in international development from Harvard University, and a bachelor’s degree in economics from the American University of Beirut. She is fluent in Arabic, English, and French.
A published author, Mona has written and co-written three books and numerous articles, including influential work on public-private partnerships and development financing. She is a World Economic Forum Young Global Leader and a recipient of the Princess Banderi Al-Faisal and Sheikh Abdulaziz A. Al-Tuwaijri International Public Service Fellowships.
