With more than 25 years of experience in the sector, Luis has a profound understanding of the industry's dynamics. Since joining Oliver Wyman in 2006, Luis has led numerous high-impact projects and established himself as a trusted advisor to top GCC firms in the information and communication technology (ICT) and telecom space.
Luis’ expertise spans ICT strategy, digital transformation, and regulatory frameworks. He has defined national sector strategies for GCC Ministries, managed multibillion programs to close the digital divide, designed local content programs to create champions in the ICT sector, and supported the development of digital nation programs.

A born entrepreneur, Luis began his career as the founder and CEO of a smart card technology company in Portugal, enabling one of the largest smart card-based loyalty schemes in Iberia at the time. He then joined DiamondCluster International where he led multiple ICT engagements across South America and Europe, before moving to Portugal Telecom, where he worked on the group's ICT strategy prior to joining Oliver Wyman.
Luis holds an MBA with honors from Columbia University and a degree in Economics. He is multilingual, speaking English, German, Spanish, French, and Portuguese.
Outside of work, Luis is passionate about education and founded a successful online and face-to-face learning business in the UAE to support children struggling with mathematics.
