Jeremy is a senior advisor in our Banking and Financial Services Practice, with extensive senior-level experience at the intersection of the financial services industry and government.

His expertise spans supervisory, regulatory, and policy matters related to banking and insurance in Canada and internationally. He has long focused on governance and risk management within financial and governmental institutions, addressing issues such as mortgage underwriting, climate change, stress testing, and resolution planning.

He served a seven-year term as superintendent of financial institutions for Canada, concluding in June 2021. In this role, he oversaw the prudential regulation and supervision of Canadian banks, insurance companies, and pension plans, with a focus on both financial and non-financial risks. A defining moment of his tenure was leading the Office of the Superintendent of Financial Institutions (OSFI) through a rapid and adaptive response to the onset of the COVID-19 pandemic in 2020.

Before joining OSFI, Jeremy served six years as assistant deputy minister of the Financial Sector Policy Branch at the Department of Finance. He led the development of policy measures to support access to credit during the global financial crisis, among other contributions to key policy issues.

Over a public service career spanning more than 20 years, he has held senior roles in the Economic and Fiscal Policy Branch and the Financial Sector Policy Branch at the Department of Finance, and spent a year at the Bank of Canada as director of funds management in the Financial Markets Department.

Prior to entering public service, Jeremy taught economics at the University of British Columbia and Queen’s University.

He lives in Ottawa, where he enjoys easy access to the outdoors and spends his free time cycling, skiing and gardening—as much as his professional life and volunteer work allow.
