Jamal is a partner and market leader for Azerbaijan and Central Eurasia, based in Baku. He leads our work across the South Caucasus and Central Asia, advising governments, financial institutions, and corporates on economic development, sector transformation, and investment strategy.

He brings more than two decades of experience in financial services, with a focus on value creation, business resilience, and large-scale transformation. His work guides clients on growth strategy, restructuring, and operational improvement, combining strong sector expertise with a nuanced understanding of capital markets and investor dynamics. Increasingly, this work centers on helping countries and institutions define strategic priorities, attract investment, and deliver long-term economic development.

Drawing on long-standing relationships across international markets, Jamal helps organizations access capital, build partnerships, and engage with global investors. He remains closely involved with execution, working with leadership teams to ensure strategy translates into tangible outcomes.

Before joining Oliver Wyman, Jamal was a partner at a financial services-focused private equity firm, where he worked at the executive and board level to drive performance and value across portfolio companies. He began his career at the International Monetary Fund in Washington, DC, and went on to hold senior roles in investment banking and consulting, including leading financial strategy at a global investment bank and advising major European institutions on finance, risk, and operating model design.

He holds a Master of Science in financial economics from the University of Oxford and a bachelor’s degree in finance and economics from Texas Tech University.

In addition to his role at Oliver Wyman, Jamal serves as director of the UK–Azerbaijan Business Council, supporting investment, trade, and economic ties between the two markets.

Outside work, he values time with his family, including his two teenage children.
