Andrew rejoins Oliver Wyman as a partner and vice chair in our Financial Services Practice. He has more than 30 years of professional experience providing strategic advice to senior leaders and policymakers on critical matters of public policy, risk management, corporate governance, and regulatory change.

Before re-joining Oliver Wyman, Andrew served in the US Department of Commerce, where he was appointed by the White House as a senior advisor to Secretary Gina Raimondo in January 2022. During his time there, he was part of the leadership team responsible for implementing the $50 billion CHIPS Act to revitalize US semiconductor manufacturing. From March 2023 to September 2024, he served as chief risk officer of the CHIPS Program Office, standing up the risk and compliance functions, and was simultaneously a member of the CHIPS Investment Committee, evaluating and structuring over $30 billion of CHIPS grants and loans.

From 2010 to 2022, Andy served as executive vice president and chief risk officer of State Street Corporation. He led State Street’s global risk and compliance team of more than 1,200 professionals and was responsible for rebuilding the firm’s risk management capabilities in the aftermath of the global financial crisis.

Andrew initially joined Oliver Wyman in 1988 as a lawyer from the Federal Reserve Bank of New York. During his prior 22 years with Oliver Wyman, he assumed a succession of roles at the firm, including consultant, engagement manager, partner, vice chair, and partnership committee chair.

Andrew holds a Juris Doctor degree from Harvard Law School, a master of philosophy in economics from the University of Cambridge, and a bachelor of arts from Yale College.

He has completed the 192-mile Pan-Mass Challenge two-day bike ride for 14 years and recently climbed Mt. Kilimanjaro.
