Joel is a partner in our Government and Public Institutions Practice and serves as CEO of Tri International Consulting Group, a joint venture between the Kuwait Investment Authority, the Kuwait Fund for Arab Economic Development, and Oliver Wyman.
With 20 years of consulting experience across Western Europe, Africa, and the Middle East, Joel advises senior government, finance, and sovereign wealth fund leaders, focusing on economic and fiscal sustainability, government effectiveness, and transformation.
He has led numerous high-impact projects, providing decision support to finance ministers on fiscal policy, conducting rapid-response analyses to inform government action, and shaping and implementing economic and fiscal reform agendas. His expertise includes managing relationships with international institutions such as the IMF, World Bank, and Credit Rating Agencies.

In economic development, Joel has created concept strategies and business plans for tourism destinations, supported public-private partnerships in the telecom sector, and developed strategies for major maritime ports. He has also been instrumental in reviewing national labor markets, revamping civil service salary structures, and defining policies to control wage bill growth.
Fluent in English, French, and Arabic, Joel holds a bachelor's degree in electrical and telecommunications engineering from the American University of Beirut, an MSc in telecom management from Université Paris Dauphine, and an MBA from INSEAD.
Outside of consulting, Joel is an avid DJ and off-roader, blending his love of music and the UAE desert by hosting parties on the dunes.
